Rhode Island has the highest percentage of pre-1940 housing stock of any state in the United States. Providence, Pawtucket, Central Falls, Woonsocket, and other Rhode Island cities are filled with three-deckers, mill housing, and Victorian-era homes where lead paint and asbestos are essentially universal in original building materials.

Providence has been at the center of Rhode Island's lead paint crisis. The state has battled childhood lead poisoning rates that have consistently ranked among the highest in the country. Rhode Island has strict lead paint laws including a renovation rule requiring lead-safe work practices in pre-1978 housing. Despite these regulations, lead dust from deteriorating paint remains a major exposure pathway.

Asbestos is present in nearly all pre-1980 Rhode Island construction. Floor tiles, pipe insulation, ceiling tiles, exterior shingles, and textured wall coatings are all common asbestos sources in the state's older housing stock. Any renovation in a pre-1980 Rhode Island home should include asbestos testing before work begins.
